The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: positive announcements are released from various governments. Immense energy is devoted on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability afforded by timely intelligence. From vantage locations, defense planes that had been scrambled to counter approaching cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to grim resignation: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Ongoing Risks

Not long after, a automatic firearm fired at a drone in the vicinity, part of a defensive team – probably Western-made equipment. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and utility failures in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, endure.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from believing that the situation will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until situations evolve in its favour.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
